Utilizing Veteran Benefits
Getting started
- Apply for VA Education benefits by logging on to va.gov. On the first page you will see four blocks of categories of VA services. Select “Apply for education benefits” in the “Education” block. This will take you to a page of instructions and information on the application process.
- In the middle of the page, select the green bar titled, Find your education benefits form.” After answering a series of questions you will be directed to VA Form 22-1990.
- Complete VA Form 22-1990
- Once approved, the VA will provide you with your Certificate of Eligibility (COE), which will state which benefits you qualify for and the length of time you have before they expire.
- Submit the UB Veteran’s Affairs Certification Request form.
- Access the form at UB Portal > Online Services > Forms > Registrar’s Forms: Veterans affairs certification request form
- Complete the form and submit a PDF copy of the following documents.
- Certificate of Eligibility (COE)
- DD Form 214 - To verify a Serviceperson’s discharge, if applicable.
- For timely processing, students are to submit a request form prior to each semester.
Benefits
- If you are receiving benefits under Ch. 31 Vocational Rehabilitation and Employment (VR&E), provide your VA Form 28-1905 to University of Bridgeport’s VA Certifying Official/ Student Financial Services, located on the Garden Level of Wahlstrom Library, 126 Park Ave.
- As part of the program, the VA covers the cost of necessary tuition, book rentals, fees, and required supplies.
In accordance with Title 38 US Code 3679 subsection (e), this school adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) Post 9/11 G.I. Bill® (Ch. 33) or Vocational Rehabilitation and Employment (Ch. 31) benefits, while payment to the institution is pending from the VA. This school will not:
- Prevent the students enrollment;
- Assess a late penalty fee to;
- Require student secure alternative or additional funding;
- Deny their access to any resources (access to classes, libraries, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution.
However, to qualify for this provision, such students may be required to:
- Provide Chapter 33 Certificate of Eligibility (or its equivalent) or for Chapter 31, VA VR&E’s contract with the school on VA Form 28-1905 by the first day of class.
- Note: Chapter 33 students can register at the VA Regional Office to use E-Benefits to get the equivalent of a Chapter 33 Certificate of Eligibility. Chapter 31 student cannot get a completed VA Form 28-1905 (or any equivalent) before the VA VR&E case-manager issues it to the school.
- Provide written request to be certified;
- Provide additional information needed to properly certify the enrollment as described in other institutional policies
University of Bridgeport is a proud participant in the Yellow Ribbon Program, a provision of the Post 9/11 Veterans Educational Assistance Improvements Act of 2010. To qualify, you must be 100% eligible for the Post 9/11 GI Bill®. Once you exhaust your 9/11 benefits, the University will match the Veterans Affairs benefits.
- If you are receiving benefits under Ch. 33 (the Post-9/11 GI Bill®), you do not need to take any additional action to be certified. Tuition and fees payments will be sent directly to University of Bridgeport on your behalf; all other stipends and payments (e.g. housing) will be sent to you.
